The Azerbaijan Government Scholarship 2025–2026, officially known as the Heydar Aliyev International Education Grant Program, is a fully funded scholarship for international students. This program honors National Leader Heydar Aliyev and aims to strengthen global education ties through cultural and academic exchange.
Students from eligible countries can apply for bachelor’s, master’s, PhD, general medicine, or preparatory courses at top universities in Azerbaijan. It is an excellent chance to study in a country rich in history and culture while receiving complete financial support.
Scholarship Levels
You can apply for the following programs:
- Bachelor’s Program
- General Medicine Program
- Master’s Program
- Medical Residency Program
- Doctoral (PhD) Program
Duration of Study
- Bachelor’s Degree: 4–5 years
- General Medicine Program: 5–6 years
- Master’s Program: 1.5–2 years
- Medical Residency: 2–5 years
- Doctoral (PhD): 3 years
Scholarship Benefits
The Azerbaijan Government Scholarship is fully funded and includes:
- Free tuition (including language preparatory courses)
- Monthly stipend of 800 AZN (~470 USD) for living costs (except July & August)
- Round-trip airfare to Azerbaijan
- Medical insurance of 200 AZN (~117 USD) per year
- Single-entry visa to Azerbaijan
- Temporary residence permit for each academic year
Eligible Countries
Only applicants nominated by their country’s government authorities (ministries, embassies, etc.) can apply.
Eligibility Criteria
To apply, you must:
- Be from an eligible country (non-Azerbaijani citizens)
- Be in good health
- Meet the age limits:
- Bachelor’s / General Medicine: Max age 35
- Master’s / Medical Residency: Max age 40
- Doctorate (PhD): Max age 45
- Have good academic results (minimum GPA: 70% or 7/10)
- Submit only one application (if you hold dual nationality)
Required Documents
- Completed nomination form (from your country’s authority)
- Diplomas and transcripts
- Medical certificate (including HIV, Hepatitis B/C test results)
- Copy of valid passport
- Updated CV or résumé
- Motivation letter
- Language proficiency proof (IELTS, TOEFL, or previous education in English/Russian/Turkish)
- Any awards or certificates (optional)
- All documents must be in PDF format, in English, Azerbaijani, Turkish, or Russian
How to Apply
Step 1: Nomination
- Submit your documents to your country’s government authority (e.g., Ministry of Education or Azerbaijani embassy).
- Deadline for nomination: May 15, 2025, by 6 PM (Baku time)
Step 2: Online Application
- If nominated, apply online from June 1 to June 15, 2025, through the Study in Azerbaijan Portal
- Select “Heydar Aliyev – International Education Grant” as your admission channel.
- Choose up to 3 study programs at different Azerbaijani universities.
